Dr. James C. (Buddy) Howell serves as a Senior Analysis Affiliate with the Nationwide Gang Heart, based in Tallahassee, Florida, where he has been actively engaged for more than two decades. He previously held positions at the U.S. Division of Justice for a period of 23 years, primarily overseeing research and program enhancement in the Office of Juvenile Justice and Delinquency Prevention. He has produced over 50 publications on youth and urban gangs, as well as a similar number on juvenile justice and prevention of delinquency, and authored seven books on these themes. His publications on gangs include the history of urban gang formation; gang-related homicides; illicit drug trade by gangs; the presence of gangs in educational institutions; new forms of gang structures; debunking gang-related myths; identification of risk factors; the evolving nature of gang issues; the historical progression of gangs in America; and effective strategies for deterring gang involvement, countering gang activities, and decreasing gang-related criminal activities. He is actively involved in supporting states and local authorities in revamping their juvenile justice systems by employing evidence-based initiatives, while collaborating with these organizations to address the challenges posed by youth gang involvement in a comprehensive manner.
Dr. Elizabeth Griffiths holds the position of Associate Professor within the School of Criminal Justice at Rutgers University-Newark. Following the completion of her Ph.D. in Sociology at the University of Toronto, she joined the faculty at the Department of Sociology at Emory University before transferring to Rutgers in 2011. She is also a former predoctoral fellow of the National Consortium on Violence Research and a previous Junior Fellow at the Centre of Criminology at the University of Toronto. Her research encompasses various thematic and methodological spheres, including neighborhoods and criminality, geographical spread of violent behaviors, temporal changes in homicide rates, the emergence of gang phenomena in different locales, the transformation of public housing, juvenile criminal activities and adherence to street codes, the effectiveness of drug-free zones, and vulnerability to victimization, among other areas of investigation.
