However, the scenario changed during the 1980s when preparedness planning was predominantly centered around nuclear attacks. The pendulum swung back towards an all-hazards approach once again after Hurricane Andrew hit in 1992. Like many other governmental frameworks, emergency management tends to overlook the past and repeats history needlessly.

The Current State of Emergency Management

Recent years have witnessed several significant advancements in emergency management. Notably, the costs associated with disasters are escalating, as evidenced by the impact of Hurricanes Katrina, Rita, and Sandy, and the floods in Baton Rouge. This surge in disasters is potentially linked to climate change, and if left unaddressed, these trends are likely to exacerbate. Concurrently, there has been a reduction in funding for specific disaster-related grant programs, including FEMA’s Emergency Management Performance Grant and the Urban Area Security Initiative.

Among various structural and procedural reforms, one of the most significant decisions made was to designate HUD Secretary Shaun Donovan to lead the Federal Recovery effort post-Hurricane Sandy, marking a substantial procedural deviation from previous disasters where FEMA held that responsibility. The National Flood Insurance Program, which has played a pivotal role in financing disaster recovery from flood-related incidents in past decades, is facing heightened scrutiny, and the Homeowners Flood Insurance Affordability Act (2014) is just the latest in a potential series of alterations to the program. New initiatives like the Strategic Foresight Initiative indicate a renewed emphasis on resilience and adaptation and an expansion of the Whole Community concept.
